Birmingham's banner of arms is blazoned thus:
Quarterly; first and fourth azure a bend of five lozenges conjoined Or, second and third per pale indented Or and gules over all a cross ermine thereon a mitre proper.

This police helicopter is currently owned by Gryphon Aviation LLP in Cardiff, so I don't know what it was doing in Coventry. On one side it says 'POLICE' and on the other it says 'HEDDLU' (pronounced 'hɛðliː using the IPA) which is Welsh for 'police'.
